I am a consultant for a company who has a NAVLAP accredited 10 meter
outdoor test site. Recently, a communications company submitted a
proposal to city council to build a tower about 2000 feet from the test
site. The  power level that they want to use should not overload the
preamp.
However, they want unrestricted use of the tower to add different
frequencies and power levels in the future. This might require the
company to purchase very expensive filters or preselectors in the
future.(Or stop testing)
The FCC is not willing to limit the tower use for the sake of the test
site.
The final city council meeting is May 10.
How can the company fight this? Has anyone had a similiar situation? The
communications company seems to have an army of lawyers and ammunition.
