Brent, Lets not forget to mention that some have chosen to turn the RF on and off as well as the modulation because not all signal generators are created equal. Some signal generators create such high transients while switching that the RF must be turned off before going to the next frequency step.

If I understand the question correctly, the answer is more practical than regulatory. The "calibration process" is done _without_ modulation and the forward power stored for "playback". Since the effect of the modulation is not the same on all power meters, the controlling program usually will turn the modulation off, level the power, then turn the modulation on for the specified dwell period. There is some debate as to whether the act of turning the modulation on and off actually introduces a higher frequency modulation of the carrier, since few signal generators (none that I know of) turn their modulation on and off at zero crossing of the modulating waveform.
