You are quite right! It is particulary important to realize that an actual Electro-Static discharge is not necessary to cause damage to circuits inside a pink poly bag. For example, if a person is highly charged from static but only goes near the bag and there is no actual "zap" - even the Electrostatic Field from that person can cause damage right thru the pink-poly!!.
