Although the text of the Low Voltage Directive is the only legally binding, the "Guidelines on the application of council Directive 73/23/EEC", issued by the EU commission DG III, give the following information:
"Which products are covered? The Directive applies to all electrical equipment designed for use with a voltage rating of between 50 and 1000 V for ac and 75 and 1500 V for dc. Voltage ratings refer to the voltage of the electrical INPUT OR OUTPUT, not to voltages which may appear inside the equipment.
