Although the text of the Low Voltage Directive is the only legally binding, the 
"Guidelines on the application of council Directive 73/23/EEC", issued by the 
EU commission DG III, give the following information:

"Which products are covered?
The Directive applies to all electrical equipment designed for use with a 
voltage rating of between 50 and 1000 V for ac and 75 and 1500 V for dc. 
Voltage ratings refer to the voltage of the electrical INPUT OR OUTPUT, not to 
voltages which may appear inside the equipment.

|The dc to ac convertors that you have analyzed may be CE marked 
|to meet the EMC Directive but not the LVD since the supply input 
|is below the limits in the LVD.
|
|However, such equipment must still meet the General Product 
|Safety Directive (sorry I do not have the number available!). This 
|Directive is not a New Approach Directive and the CE 
|Mark/Declaration is therefore not valid. The Directive requires that 
|the product be safe. One such standard to evaluate safety is the 
|UPS standard.
