This morning, I have found the french versions at (nearly) same address :

It concerns stationary installations, including electrical cabling and
distribution, railways...
Most of electronic and telecom products are de facto excluded.
But radio base stations are included if ERP > 6W (GSM base, radiobroadcasting
stations..).
'Sensible' locations are defined regarding either the persons in these
locations (children, pregnant women, ...) or the usage of these locations
(schools, hospitals..) and specific limits are set up for these locations.
So my understanding is that Switzerland is defining a legal frame to protect
people, either in applying european limits when they will exist (if any ?!) or
to set specific limits if needed.
For exact information please refer to the regulatory texts.
