& TREG emails that no one had replied to you.

In brief the ETSI Project TIPHON (www.etsi.org/tiphon/) has been working
since April 1997 to establish a common set of infrastructure
requirements for VoIP networks, unfortunately there is no single
standard that covers all aspects.  However, the architecture aspects
have metamorphasised over the last 8-9 months and TIPHON is now
concerned with Voice Over Networks (VON)! [i.e. VoPSTN, VoISDN, VoIP and
VoTETRA)

For many observers TIPHON has been viewed as a Voice over Internet
Protocol (VoIP) project. This is not wholly true. TIPHON has
historically had two functions:
1. Standardisation of VoIP
2. Standardisation of VoIP interconnection and interworking with
existing SCNs (Switched Cct. Networks)
In the development of VoIP, two bodies have been developing protocols:
1. IETF, developing SIP, SIGTRAN, MPLS, IPTel, etc.
2. ITU, developing H.323

TIPHON from the outset based their work on H.323 as the common
denominator, however, they have now successfully written standards that
permit interworking of both H.323 and SIP across TIPHON compliant
networks.

At the March 2000 meeting of ETSI’s Project TIPHON, members adopted an
architecture for Telephony over Internet Protocol (IP) that is
independent of specific call signalling protocols.
The architecture supports a range of telephony related services and
capabilities including the ones currently provided over Switched Circuit
Network (SCN) across multiple administrative domains.
IP telephony systems will be based both on the H.323 series of standards
from the International Telecommunications Union (ITU) and the Session
Initiation Protocol (SIP) from the Internet Engineering Task Force
(IETF).  This protocol independence is a major breakthrough in a
telecommunications industry characterized by increasing complexity and
heterogeneity.
ETSI Project (EP) TIPHON brings a unique perspective to IP telephony
standardization efforts: a focus on scalability, reliability, and
performance requirements for world-wide deployment by major national and
international carriers. TIPHON also derives its specifications by
considering the requirements of IP telephony services, rather than
particular technologies.
In addressing H.323 and SIP, TIPHON will consider service requirements
and scenarios, required functionality of interworking systems, and
profiles of the protocols. TIPHON will also work on a variety of
end-to-end aspects of IP Telephony in a multi-domain environment,
including security and quality of service.
ETSI Project TIPHON’s H.323/SIP activities will include close
cooperation with other industry groups, including the International
Multimedia Teleconferencing Consortium, as well as coordinated
contributions to the ITU and IETF standardization processes. In an
environment where individual protocols are developed in separate bodies,
multi-protocol interoperability is a market imperative, making ETSI
Project TIPHON´s work a focal point for the IP Telephony industry. <<

you start by browsing the TIPHON public area of the ETSI web site for a
more in depth (free) analysis.
