Company B wants to OEM company A's product and assume that company A has, in fact, done their job. hmmm........ I would assume (ugh, there's that word again) that since you only referred to the FCC, this "product" is only targeting the USA. In that light and in the test report, does the product's current revision level coordinate with the revision level in the test report (what changes have been made to the product since the date of the test report)? When was the test report dated (maybe outdated/new requirements)? In the case of a reported non-compliance, what recourse(s) will company B have to remedy the situation(s) (will company A assist in the resolution)? Will company B's image get tarnished while company A's remains intact since company B's name is on the product? Also, if this product were safety Listed by a NRTL, a Multi-Listing would likely be required. And, if the product attaches to the PSTN, the FCC (Part 68) may need to be notified. Now, to answer your question "Can Company B use A's report as proof of FCC compliance?" IMHO, sure, if the above points and possibly other points are satisfied. I hope this helps.
