I have found three websites to be useful.

www.sma.gov.au

www.aca.gov.au

www.austel.gov.au

In particular, the SMA  (Australian Spectrum Management Agency) website used
to have a "Handbook For Suppliers" which you can download.  I downloaded a
copy of this which has proven to be extremely useful.  There is an appendix
B of this document which lists the AS/NZS standards along with their
European equivalents.  I can remember the appendix, but I can't remember
what 4251 is equivalent to. 

Unfortunately, my only copy is now in Document Control, so it would take
some time for me to sign it out and look up your answer. My lazy side is
telling me that I think it would be better for you to download your own copy
because the entire Handbook will answer your particular question and provide
much more information that can really help you to fully understand
"Australian Rules" compliance. (Do you remember the old adage about "Giving
a man a fish vs. Teaching a man to fish?")

If you have further trouble finding this document, downloading this document
or finding your answer feel free to drop me an email off-line.  I like to
see people learn to fish for themselves, but I don't want to send you off on
a wild goose chase. :-)
