That's a good approximation for silicon based
semiconductors. If your product is specified at a
maximum ambient of 40C as most are, then you must
allow for the thermal rise above that. It may very
well have to be labeled and/or deemed inaccessible to
operator (meaning more labels, tool access etc.)
