I believe the surge test is applicable. The zener avalanche diode barriers provide protection to sensitive circuit components, but are the zeners robust enough to withstand the surge?
If the signal line in question is one which, according to the standard, is to be surge tested, the presence or absence of circuit protective elements is immaterial. John P.
