Hi George To start with the last remarks:
I don't think the EC will be considered with the availability of test equipment. Of course a transition period will be available: it will be 2 years. Chances of acceptance are not bad, since the requirements are much lighter for most equipment, and as most committees vote's are from major industries representatives, this is exactly what they wanted (possibly not enough). The target is to publish the CM in Jan 2001, thereby creating an escape for literally thousands of (most professional) equipments that cannot meet the Class D requirements without costly modifications. The problems will stay the same for PC and Monitors, and not-professional audio and VCR equipment and consumer faxes, because they will have to meet Class D. It will introduce the Switched mode power supply in audio equipment !!!!! These groups of equipment will have to meet the requirements too in the current EN 61000-3-2, as long as they meet the special wave shape for Class D.(essentially all equipment having a bridge rectifier and a smoothing capacitor).
