Another factor is the power system. In US/Canada, multi-grounded neutral WYE systems are common, as are single-phase primaries (with grounded neutral returns) on rural roads. Elsewhere, delta systems are used, which react less violently in case of a phase fault. Regards, Frank McCaughey
