Approval is required for terminal equipment and equipment using the radio frequency spectrum. This approval is managed through the CNC (Comision Nacional de Comunicaciones). This approval can be granted only to companies based in the country (local presence mandatory to support some obligations). The approval package will review safety, EMC and in some cases functional complinace. Although the standards used are national (including national testing of course !) they are mainly based on international standards . Having testing reports from foreign accredited labs can help of course to shorten the delay to get this approval (and avoid new testing in many cases). Hope this information is of some help for you.
