Yes, a comprehensive protection approach is likely going to include
combinations of MOVs, silicon, and tubes. 

It's also interesting resistors were mentioned. I recall seeing some
"carbon block" suppressers a number of years back, the types commonly
used for telephone lines. Does anyone know if these are still available
or if there are newer versions?
