Mike,

That's a very good point considering these suppression components are
usually used as shunt devices.

Another common suppression method is to use a series inductor in
conjunction  with shunt capacitors to form a filter like in some AC
power bars. It's a bit costly both in terms of space and parts but very
effective at lower frequencies.
