Those removable links can be fuses, which are a good idea to use with
sidactors or MOVs anyway.

You probably do need to do a high voltage test, since the 190 V supply
can have surges and transients on it. In other types of equipment, the
surge-suppression devices are connected via removable links, which are
not installed until after the test.
