Not yet. The subject is under study in IEC.

Yes. 2 to 9 kHz.

That's one of the problems. Filter capacitance values have to be so high
that their power-frequency current draw is not negligible, and don't
even THINK about the leakage current involved in attenuating common-mode
noise in this frequency range.
