Indeed. CE + CE is not CE in the case of ITE. A switchboard assembly for
electric power control (just switches, fuses, circuit breakers and
meters) is one of the few cases where it is.

You must re-test the whole product, unless you can show on technical
grounds that it is not necessary to do so.
