A certificate of incorporation is what should be issued with a sub-assembly that cannot operate on its own, and will be incorporated into a larger machine once shipped into the EU. See the machinery directive 98/37/EC, article 4, para 2, for the requirement for an article of incorporation, and see annex II, section B for the information to list on the article of incorporation. In general, an article of incorporation is exactly like the DOC with these exceptions: 1. At the top, you list "Article of Incorporation" instead of "Declaration of Conformity" :-) 2. You do not have to list any directives or standards, as the item is not required to comply with any AT THIS TIME. 3. You must include the statement "This machine must not be put into service until such time as the machinery into which it is incorporated has been declared in conformity with the provisions of the Machinery Directive 98/37/EC", or something very similar. Note that an interesting point is that at the time of import, the equipment does not have to comply with the machinery directive nor any technical standards. It must comply eventually, when the equipment is incorporated and the larger assembly is declared to be in compliance. The machine also should not be CE marked under the machinery directive when this route is used. An second interesting aside is that while the machinery directive has provision for a declaration of incorporation, the EMC directive and LVD directives do not. A purist would insist that while MD compliance can be delayed, compliance with the others can not. However, in practice, we delay compliance with all three if needed until incorporation time.
