I hesitate only a bit in adding my opinion here, <grin> as I'm a known possessor of amplifiers that exhibit gain at 27 MHz and receivers which can tune the 900 MHz region.
I think that you can build a device for your own use (as earlier defined), even up to the official 5 devices, but you get on very infirm ground when you SELL them (even at cost), even to your relatives.
