Hi all, Doug Massey, Mike Sherman and I have corresponded privately regarding this thread.
Doug and Mike have found language in the General Product Safety Directive that explicitly excludes "commercial" (my paraphrase, see exact quote below) equipment. I stand corrected on a previous email of mine that applied the General Product Safety Directive more liberally to any equipment falling outside of the scope of a specific (i.e. Low Voltage, Machinery, Toy...) directive. They forwarded the quote to me, I figured that I would share my lesson. The language is found in one of the "Whereas" clauses. See quote below.
