John, the question of applicable directives was asked and answered by CENELC
TC79, Alarm Systems. They published report R079-001, "Guidelines to
achieving compliance with EC directives for alarm systems" in 1996. You can
obtain a copy from BSI or other sales points for CENELEC documents.
For CCTV surveillance equipment, the report indicates that the LV and EMC
directives apply. They also concluded that EN60950 applies for safety,
EN50081-1 (or -2) or EN55022 applies for emissions, and EN50130-4 applies
for immunity. Other standards may also apply if RF links are used.
FCC part 15 applies in the USA.
