If I may add to that . . . Correct me if I'm wrong, but my past NEBS experience (prior to 1998) taught me that you can't just use any lab in the US either (I don't know if that's changed since 1998). The RBOCs are fussy in this regard. In addition to Telcordia themselves, there are a couple of large ones that advertise that their NEBS data is accepted by the RBOCs . . .
