Mike, for Class 2 wiring terminals, it is not an NEC issue; rather it is a Listing issue. We just today went through this same conversation about two wires inserted into a Class 2 field wiring terminal. We determined, and it was verified by our Listing agency, that we can insert two wires into a terminal if it can be demonstrated that there will be no hazard if one wire is not captured, becomes loose and is free to move about - e.g., short to a hazardous circuit. A secondary retaining method may be necessary. Our Listing agency will not allow two wires in a Class 1 field wiring terminal. Richard Woods Sensormatic Electronics Tyco International

The wire is striped bare & inserted into a slot on the side of a terminal block that has a screw on top for tightening. I seem to remember the code does not allow wires of different gauges to be clamped together under a single compression clamping terminal. I have searched the NEC and can't find anything on this.
