Effective Date: "As of April 30, 2002 all products Listed by UL must comply with the requirements in this Standard except for clause 12.3DV, which is effective October 30, 2002." Preface, p8. BTW, technically, it's based on IEC 61010-1 As far as differences go, if you purchase the standard (www.comm-2000.com) you will see that the national differences are in bold text.
