It is wise to assume that it can mean anyone. If that assumption creates not big problem, you don't have to bother with the legalities. The definition of 'consumer' is probably missing because it is exceedingly difficult to define, without inappropriately restricting the application of the Directive. The next 'step' above 'anyone' or 'end user' might effectively be 'anyone not specially trained in the use of, and hazards presented by, the product. IIRC, there was a case presented in defence that a person was not a 'consumer' if the product was durable and not 'consumed' when used.
