It appears that a lot depends on what we mean by the word "safety." If this means the elimination of as-yet-unknown risks, why, nothing can be shown to be safe. If we mean the prevention of hazards that are reasonably predictable, we do that already. Or should! The existence of standards which require us to do so is some indication that not everyone DOES.
