ETSI 300 019-1-3 AND Telcordia NEBS GR-63-CORE are standards that I've had to deal with.
ETSI's requirements are considerably more stringent, and are quoted in bels which is a sound power (normalized to 1m^2) independent of distance. GR-63 measures sound pressure at a specified distance (0.6m from face and 1.5m height). This must be converted to sound power. Additionally, there's a 3dB factor that must be included in the calculation to account for statistical variations in manufacture. I know of some co-relation factors and a rule of thumb between measurements called for in the two standards.
