While there may be some reliability concern, as John
Woodgate pointed out, it's not much of a safety issue, if
the product has also been subjected to a few of the same
tests normally applied to a TNV circuit. Referencing
IEC60950-1 and assuming the IP telephone is on-premise and
thus remains an SELV circuit, these include:
6.3, Protection of the telecommunication wiring system from
overheating (leveraging off of 2.6)
Also, for Canada and the US, from CSA/UL60950:
2.3.1 TNV limits (paying particular attention to the D2
Deviations)
