C63.4 : 2001 In Section 5.4.2, it only requires volumetric NSA requirements, no requirement for ground plane. C63.4 : 1992 In section 5.4.2, it requires volumetric NSA requirements(5.4.6) and ground plane requirements( 5.4.3) CISPR 16-1 : 1998 In section 16.7.3, it requires both volumetric NSA and ground plane requirements.
