All: There are two answers here. The first is that the level of complaints is low because many people (the average non-technican citizen) does not know to whom to complain, or feel that they will not get any response (and may not). The second issue is that most regulatory bodies do not do any significant amount of investigation regarding complaints unless there is some threshold quantity of complaints regarding a certain subject.
In general, in working with the FCC, I have found the enforcement activities to be complaint driven. John Shinn, P.E.
