Hi David. It might be necessary to make a distinction about the type of evaluation you're talking about. In the case of EMC compliance, I think there's a lot of guidance and documented support that allows a manufacturer to declare EMC compliance by combining EMC compliant subsystems under the appropriate conditions. Sue Sturges has provided a good list of sources. However, in terms of the safety evaluation, it's not as easy to make the claim that compliant subsytem plus compliant subsystem equals compliant product.
