IEC 60065 - Audio, Video, and Similar electronic Apparatus - Safety Requirements. The UL Standard is based on this, with of course, deviations. I don't have a copy of it at my desk, so I cannot verify that battery-operated audio and video products are listed in the scope, as they are in the UL Standard.
