Which actually calls out the procedure for what will be deemed as "approved", which makes reference to listing, labeling, or certification by an NRTL as one route (not the only route).
The AHJ can do whatever they want, but you should be able to go back to whomever listed your product and let them argue with the AHJ on your behalf.
