Hi John, I beg to differ on this one. Intended application or use environment always plays a big role in determining standards and limits that apply. A modem can be classified as Class A, as can a computer destined and marketed strictly for industrial environments.
In the overall scheme of things, take the lighting industry. A light is a light is a light....right? Wrong. That same lamp socket and light could be used for household (Standard and limits A), could be used under water (B), could be used in an intrinsically safe environment (C)....you get the idea.
