Neil, Did you check the Office of Engineering and Technology (OET) on the FCC website? To my knowledge, there isn't a concise list of how to categorize types of devices by compliance route for the US.
The description of DoC, Certification and Verification are contained in Part 2 of the FCC rules. The part is lengthy and written in legalise. Only certification requires an application. It is all via the internet and the forms are on-line. If you have any sort of digital device or unlicensed transmitter, it will most likely fall under Part 15. Part 15 defines scope, testing, labeling and manual requirements. If your device is "Industrial, Scientific or Medical", it may fall under the scope of Part 18. Part 68 deals with the REGISTRATION requirements of telephony equipment. Most other sections of the FCC rules are concerned with the operation and licensing of specific types of transmitters. There is a table in Part 2.106 that would help you determine which section of the rules a transmitter would fall under. You can download the FCC rules by section (a daunting task) at: http://www.access.gpo.gov/nara/cfr/cfr-table-search.html#page1 (Go to Title 47) or you can buy all of title 47 from them. The OET office maintains part 15 themselves and you can download the whole part at: http://www.fcc.gov/oet/info/rules/ I would recommend talking with a test laboratory or consultant if you have never had exposure to these documents before. If your product requires certification, many of them can perform the testing and then have it certified for you. You would most likely need an accredited test lab to perform the testing anyway no matter which category you fall under (DoC, Certification or Verification).
