IMO, ANSI is generally less expensive than Global and all documents from ANSI are downloadable in PDF. For instance, doing a quick search for EN60950:2000 yielded ANSI = $210 (PDF) and Global = $384 (paper only). Please note that this is not a promotion of one over the other. I hope this helps.
