Have you tried: Global Engineering Documents at: http://global.ihs.com or ANSI at: http://webstore.ansi.org/ansidocstore/find.asp? IMO, ANSI is generally less expensive than Global and all documents from ANSI are downloadable in PDF. For instance, doing a quick search for EN60950:2000 yielded ANSI = $210 (PDF) and Global = $384 (paper only). Please note that this is not a promotion of one over the other. I hope this helps.
