Alex, If the cable modem is located in the customer's home, NEBS, in general, does not apply. A carrier may ask you to perform tests from section 4.6 "Criteria for Equipment Interfacing with Coaxial Cable Ports". There's also a Listing requirement in 4.6.1 for broadband communications equipment. It also must be FCC Part 15 Class B.
If you have support equipment that will be located in a central office, that 's a different story and NEBS would apply to the support equipment. Here's a link to one of Motorola's cable modems.
