Some years ago I managed to quiet a similar problem by routing the IDE cables flat against and along the chassis, and holding it/them tight with plastic clips; that gave "free" bypass capacitance for the common-mode currents. I DID have to specify exactly how the cables were to be folded and taped. A BETTER solution would have been a board spin, but when it's got that far this is often impractical.
Warning: Plastic clips and folded cables may later be a target of cost-reducing, "we don't need these," efforts, so must be well documented on drawings and BOM's if needed to meet EMI limits.
