I take it to mean that you mearly wanted a 'low impedance' bond which may
(or 'may not' as the case will decide) include a electrical bond from
fasteners like a nut and bolt combo that force two metal surface to contact
under preassure.
The question that arrise from our understanding of the term 'AC' which seem
to exclude RF (> 1MHz). So I recomend that we look into MIL-HDBK-1857
(1998) "Grounding, Bonding and Shielding Design Practices", Figure 12 page
17 shows a series RLcircuit in parallel with a C, basically a macro-model.
Here is our difficulty in answering your question. DC electrical
resistance can be measured with a 4 wire Ohm (or Moh, conductivity) meter
but L is a function of the current path and C is the function of the
'oxide' zones and microscopic cracks within the crystal structure of the
metal. These two are by and large a lump model of a 'field' of cracks and
spinters plus air surfaces so to speak.
Most of the time we just measure the resistive portion, and some of the
time we may even attempt to measure the inductive portion (in some standard
way) but never have I heard or know of of anyone measuring C, the 'cracks',
air surfaces and oxide layers within a sheet metal. :-)
