He doesn't necessarily need field evaluations, from what I'm reading.  Just
because they're custom, doesn't mean the designs cannot be integrated into
one UL/CSA/NRTL report.
I worked at UL for a few years, and performed evaluations on portable lamps
and fixtures (Luminaires now) as well as many other categories of equipment.
Another posting gave good advice on design: standardize the design as much
as possible.  The UL report can describe in a generalized fashion,
especially if his lamp orientation and globe design and orientation allow
him to fall under the "temperature exempt" category, and the rest of the
design can be considered 'cosmetic changes that do not affect the safety  of
the fixture' (that's the way I worded it in my reports).

But of course, have him contact UL directly for a solution.

Hello Group,

I am forwarding this question for a colleague who resides in Washington
state, USA.
Basically he would like to create, on a commercial basis, custom lighting
(lamp fixtures), both portable (carry and plug in) , and permanent (built
into a house).   However,  building inspectors etc want to see a safety mark
for these creations. (UL or CSA or NRTL etc.)
He is looking for advice about how a small business can economically and
efficiently achieve safety certification for one-of-a-kind custom lighting
fixtures.
