Looks like going to a test lab that tests telecom equipment to the surge and
fast transients requirements would be your best bet. The test labs should be
familiar with GR1089_4.5.10 (lightning surge), FCC Part 68_68.302(d) (power
line surge), and IEC 61000-4-4 testing (fast transient) and they can then
compare the requirements of IEEE C37.90.1-1989 to those standards.

Please help!

I have a requirement to test a product in accordance with IEEE C37.90.1-1989
"IEEE Standard Surge Withstand Capability (SWC) Tests for Protective Relays
and Relay Systems". 

Basically it is a Fast Burst Transient Test & a oscillatory wave test. I am
not at all familiar with this standard and would like to know what test
equipment I need (manufacturer & model) & where I can hire such equipment.
