I've only heard shortening the yellow light cycle as an unconfirmed rumor. But I've been watching. <grin>
I know from some talk show regarding cameras at intersections which featured someone in the gov't here that two humans will actually review the picture to see if there's something on the edge or some clear cut violation. Apparently it's not automatic or so they said. At least not yet. What I wish they would do is straighten out the light on/off patterns. I've sat for several minutes through an entire cycle of red/green/yellow/red for each cross-street with no other cars in sight until it was my turn to proceed. I consider that a complete waste of gas. Back east, lights that could figure out where the traffic was and signal the lights accordingly were called "smart" lights. Made traffic flow much easier. Can't figure out why in the middle of silly valley someone hasn't worked that one out. Hope this off-topic stuff isn't too off-topic.
