In Britain, it is a defence to show that you were clearing the path for
an emergency vehicle. People who don't move for a fire tender are often
'informed' of this by the senior fire-fighter present. Paramedics seem
to be less inclined to do so. OTOH, people will often move voluntarily
for an ambulance.
