Forgive me, but you are incorrect in your description of the services that
TCBs perform.
TCBs may be authorized by the FCCto provide certification services under any
one or all of 9 categories. Those categories are:
A. Unlicensed Radio Frequency Devices
1. Low power transmitters operating on frequencies below 1 GHz (with
the exception of spread spectrum devices), emergency alert systems,
unintentional radiators (e.g., personal computers and associated
peripherals and TV Interface Devices) and consumer ISM devices
subject to certification (e.g., microwave ovens, RF lighting and other
consumer ISM devices)
2. Low power transmitters operating on frequencies above 1 GHz, with
the exception of spread spectrum devices
3. Unlicensed Personal Communication System (PCS) devices
4. Unlicensed National Information Infrastructure (UNII) devices and low
power transmitters using spread spectrum techniques
B. Licensed Radio Service Equipment
1. Personal Mobile Radio Services in 47 CFR Parts 22 (cellular), 24, 25,
26, and 27
2. General Mobile Radio Services in the following 47 CFR Parts 22
(non-cellular),
74, 90, 95 and 97
3. Maritime and Aviation Radio Services in 47 CFR Parts 80 and 87
4. Microwave Radio Services in 47 CFR Parts 21, 74 and 101
C. Telephone Terminal Equipment (47 CFR Part 68)
1. Telephone terminal equipment in 47 CFR Part 68
As you can see, only one of the 9 categories deals with Pt. 68 issues.
Additionally, it is no longer even possible to obtain a Grant for ITE from
the FCC. They may only be granted via TCBs.

Can you tell us a little more about your product? You mention that it is
ITE class B. Does it have a transmitter section? If not, then you should
be aware that class B IT equipment falls under the Declaration of Conformity
rules (See 47 CFR 15.19, I think...) There is no need to contact the FCC in
this case.
But if you are sure you need to "certify" the device with the FCC, then you
wouldn't necessarily go TCB route. Telecom Certifications Bodies are just
that: bodies that certify telecommunications devices under Part 68 rules,
not Part 15. Granted, many TCBs are familiar with the FCC's authorization
rules, but you don't need to limit yourself to them. BTW, I recommend using
the FCC's online equipment authorization system.

Hello from France,
I will have to submit a product to FCC in order to obtain a FCCID (product
is an ITE, class B).
After doing the test in an european listed laboratory (filed at FCC) and
obtaining the Grantee Code, do I need to submit the package (result, doc,
description, ...) to a TCB, or can I use the Electronic Filling System of
FCC directly, as I did it some years ago ?
I a TCB is needed, TCB members can contact me offline for business matters.
