Sorry if you already know this: Transmitters under the scope of Part 87 must be certified. The OET (Office of Engineering and Technology) handle the 47 CFR Part 2 certification filings. The system is automated and certification may be processed in two ways: 1) File directly with the FCC via the following site: https://gullfoss2.fcc.gov/prod/oet/index_ie.html 2) File through a TCB (Telecommunication Certification Body) that is authorized by the FCC to validate transmitters to Part 87. The link to OET is: http://www.fcc.gov/oet/ Most of Part 87 deals with the licensing procedures that the transmitter manufacturer's customer will be responsible for. The test report you generate for the transmitters will need to address all technical, labeling and manual requirements as specified in Parts 2 and 87 (You may even have to address OET Bulletin 65) The FCC handles certification applications via the web and all documents must be uploaded to their website. It isn't difficult to use, however, make sure you computer monitor is set to a minimum resolution of 1024 x 768 pixels. The process is initiated by filling out the application Form 731. There is a few fees involved as well. If you decide to go route 1), you will need to have all documents for the filing ready in pdf or MS Word files (to include test reports, labels, schematics, BOM, internal/external photos and more). If you choose route 2), even if the TCB is not certified for Part 87, they may be willing to handle the filing for you. This is only a brief summary of the certification process. I have been looking through Part 87 and Part 2, but I can not find any defined procedure to use for the aeronautical transmitters.
