Having shelves of Standards, Directives, etc I turned to the nearest document that just happened to be the current edition (well, as of a couple of weeks ago) to the proposed new EMC Directive as found at europa.eu.int/eur-lex/com/pdf/2002/com2002_0759en01.pdf (I hope I got that lot right!).
The quote is from Annex III, page 29, second paragraph after the logo. Text to the same effect but with slightly different wording and a caveat is to be found in the "Guide to the Implementation of directives based on the New Approach and the Global Approach" available for download and in paper from the European Commission on page 45 and the paragraph immediately below the logo.
