I don't understand Mr. Allen's response. If the bands originally cited are reserved for broadcast, then no equipment, including industrial, should intentionally transmit at these frequencies. Further, it is immaterial whether unintentional emissions are controlled to Class A or Class B levels - in either case they are orders of magnitude below 3 V/m.
