Ran some more simulations. This is enough to tell me that the fence is not a
good thing. The dipoles were changed to vertical polarization, both centers at
a height of 1 meter. At 300 MHz there is a 0.4 dB difference with and without
the fence. 

Then the frequency was changed swept around. A bad spot was found at 55 MHz.
The difference with and without the fence is 2.6 dB.

Things would model somewhat differently with a better chain link fence model.
I can't say if things would be better or worse.
